Policy West's Director Paul Stanton Kibel holds an LL.M. from the University of California at Berkeley's Boalt Hall Law School and a B.A. from Colgate University in New York. Kibel is of counsel to and a former partner with the law firm of Fitzgerald Abbott & Beardsley, and has practiced law with Pacific Environment, the California State Coastal Conservancy and Earthjustice (formerly Sierra Club Legal Defense Fund).

From 2004-2006, he was a Visiting Lecturer at the University of California at Berkeley's Goldman School of Public Policy, where he taught Water Policy in the West. From 1999-2001, Kibel taught Urban Environmental Policy at Stanford University, and since 1997 he has taught Trade and the Environment and Urban Environmental Law & Policy at Golden Gate University (GGU) School of Law in San Francisco. Since 1997 he has served as Faculty Editor for the GGU Environmental Law Journal and since 2005 he has directed the GGU City Parks Project.

Kibel's publications include the books The Earth on Trial: Environmental Law on the International Stage (Routledge, 1999) and Rivertown: Rethinking Urban Rivers (MIT Press, 2007), and articles in the Ecology Law Quarterly, Berkeley Journal of International Law, Stanford Environmental Law Journal, NYU Environmental Law Journal, UCLA Journal of Environmental Law & Policy, Columbia Journal of Transnational Law, Georgetown International Environmental Law Review and Global Environmental Politics.
